Champhai District came into existence following bifurcation of Aizawl District Vide Govt. Notification No.A.60011/21/95-GAD dt. 11th March, 1998 by upgrading the erstwhile Champhai Civil Sub-Division into District status. The newly created Champhai District was initially named Aizawl East District and later on renamed Champhai District. Champhai District comprises of the areas lying East of Tuivawl and Tuichang rivers with its headquarters at Champhai.


Consequent upon creation of Champhai District, the administrative control and all the assets of the erstwhile Civil Sub-Division Champhai stands transferred to the Deputy Commissioner of Champhai vide Govt. Order No.A.60011/100.98-GAD dt. 5th June, 1998. The Office of Deputy Commissioner, Champhai started functioning w.e.f 22nd April, 1998 with the first Deputy Commissioner assuming charge as Deputy Commissioner. Creation of new District was followed by abolition of all the Administrative Centres manned by Administrative Officers who had been attached to Deputy Commissioner’s Office along with their staff.


At the initial stage of its functioning, the office of Deputy Commissioner was run with a skeletal staff and gradually re-inforced by posting some staff from the surplus staff of Aizawl Deputy Commissioner’s Office. In addition to this arrangement, some posts of officers, stenographers and drivers were created for the district. In course of time, Champhai District has become a full-fledged District with all District Level Offices existing in the District.


Deputy Commissioner is head of the establishment, Addl. Deputy Commissioner is the immediate subordinate officer followed by another Group A gazette Officers such as SDO(S), SDCs and Superintendent down the line. 


Since the date of its creation, Champhai District has as many as 12(twelve) Deputy Commissioners including the present incumbent.


The Establishment consists of clerical, CAs, Drivers and IV Grade staff who are 43 in number. The staff are deployed in various branches such as General Establishment, Judicial, Planning and Nazir (Account) Branches. 


In addition to the main establishment, three establishments are attached to Deputy Commissioner’s Office functioning as amalgamated establishments. They are Election Branch under Election Officer, DM&R with District Organizer as Branch Head and MSK (Mahila Shakti Kendra) with Women Welfare Officer as its head. The amalgamated establishments have their own heads of accounts and their pay and allowances and other contingency funds are met by their respective parent Departments.
