The functions, duties and service rendered to the public by each Branch are given below:-
GENERAL ESTABLISHMENT BRANCH :
The General Establishment Branch deals with the following matters:-
Inner Line Pass: Deputy Commissioner is to regulate the entry and stay of non-indigenous persons within Mamit District by issuing ILP as per Guidelines issued by the Government of Mizoram from time to time. Issuing of ILP is handled by SDC who is the Branch Officer and his supporting staff.
Temporary ILP issued by concerned authorized officer can further be extended for a period not exceeding 15 days. Temporary ILP can be converted into regular ILP for six months subject to attachment of necessary documents and payment of usual fees of Rs.270/- per permit. This permission, again, can further be renewed or extended twice for a period of six month at Rs.150/- each for every renewal, provided that application for renewal should be submitted 7 days prior to expiry of the ILP.
Matters relating to Arms and Explosives: SDC along with one LDC and Peon handle matters relating to Arms and Explosives. This Branch, therefore, handle issuing of the following-
Application for –
- Fresh Arms License.
- Explosive License (Possession for own use).
- No objection certificate to persons who applied for license from Chief Controller of Explosives for installation of Petrol Pump, LPGs, etc.
- Purchase permit for Arms/Bullets
- Duplicate License.
- Renewal of Arms License.
Matters relating to Lands and Building: This Branch deals with all matters relating to land and building within the jurisdiction of Mamit District. The matter relating to land and building is manned by one SDC, one LDC and a Peon. The main functions and duties are as follows:
- Land Acquisition.
- Assessment of damage compensation.
- Assessment of occupied land.
- Fixation and re-fixation of fair rent.
Disaster Management & Rehabilitation: This branch deals with matters relating to disaster management and rehabilitation. Under the overall guidance of DC, this branch is handled by one (1) SDC, District Organizer and two Peons. Whenever natural calamity occurs, this branch gets into immediate action by providing immediate relief to victims in the form of financial assistance, disbursement of materials like Silpauline, etc. This branch imparts training to NGOs, students etc. on Disaster Management. Various equipment like helmet, search light, ladder, etc. are made available in the EOC for use by rescue team.
Judicial Matter: The Deputy Commissioner, Mamit is the District Magistrate of Mamit District and under him there are Additional District Magistrate, Sub-Divisional Magistrate and 3(three) Sub-Deputy Magistrate. This branch deals with Administration of Justice as well as enforcement of law and order within Mamit District. This branch deals with issuing of certificate and permission such as-
- Permission for public activities.
- Tribal Certificate.
- Residential Certificate.
- Income Certificate.
This branch deals with matters which are judicial in nature. It receives and entertain complaints from individuals, organizations and Government departments on various issues varying from land encroachment, unauthorized settlement, unauthorized quarrying and dumping of soil and fabric and certain other cases which are civil in nature. Such complaints are disposed and settled by issuing instruction/prohibitory order as the case may be after conducting spot verification or proper investigation by the magistrate.
Matters relating to Bakijai Case: Under the Mizoram Public Demand Recovery Act, 2001, a Certificate Officer has the power to serve a notice in the prescribed form upon the debtor for recovery against any arrear or money payable or due to the Government or to any scheduled bank and financial institutions by RBI. Matters relating to Bakijai Case is dealt by one LDC under the control and supervision of SDO(S), who is designated as Certificate Officer by the Government for this purpose.
NAZARATH BRANCH :
Nazarath Branch is the Account Branch in which all matters relating to budget matters and cash transactions are handled. The branch functions under the guidance and supervision of Drawing and Disbursing Officer appointed by Deputy Commissioner.
The branch prepares pay bills in respects of officers and staff of the office. It also received bills from public for payment to Suppliers of stationeries and repair of office vehicles etc. Bill register/A/Roll/Cash Book are maintained and updated every day.
The Branch functions as per norms laid down under Central Treasury Rules, General Financial Rules and DFP rules etc. and the guidelines/instructions laid down by the Finance Department of the Government of Mizoram from time to time.
ELECTION BRANCH :
The main functions and duties of Election Branch is to conduct elections to members of Parliament, Mizoram Legislative Assembly and Village Council under the respective Act and Rules and the instructions, guidelines issued by Election Commission of India as well as State Election Commission from time to time.
The other main function and duties of the District Election Office is the conduct of Revisions of Electoral Rolls from time to time and to issue Electors Photo Identity Cards (EPIC) to all eligible voters.
BRU CELL :
The Bru Cell was established in this office for conducting a smooth repatriation of the displaced Brus from Tripura to Mizoram and for peaceful resettlement of the same. The main task of this Cell is to keep a record of all the names of the Brus who are to be repatriated to Mizoram. Further, this Cell ensures that all repatriated Brus are given financial assistance and free ration from time to time. Additional Deputy Commissioner is the Nodal Officer of this Cell.
Biometric Enrollment (BME):
Biometric enrollment (BME) under UIDAI within Mamit District is monitored by Deputy Commissioner, Mamit . This Branch is handled by SDC and three Aadhaar Operators. Their duty is to cover various villages to take photographs of those persons who have no Aadhaar Card. Till date 96.25% have been covered within Mamit District.
National Informatics Centre (NIC) :
The National Informatics Centre (NIC) provides nationwide ICT infrastructure to support e-Governance services and various initiatives of Digital India. In order to design, development and implementation of various e-Governance initiatives and Digital India programme. NIC State Centre in 36 States/UTs alongwith District Centres are continually engaged to automate and accelerate e-Governnance processes in close interaction with users of the departments. ICT infrastructure of NIC viz. NICNET,NKN,LAN,Mini Data Centre, Video Conference Studios, messaging service, Webcast facilities are the key constituents olf NIC services.In way of these ICT infrastructure, NIC District Centres are playing diverse role right from executing various projects under e-Governance and Digital India initiatives to day-to-day ICT –driven technical support to consultancy to various departments in the district. District Administration with support from NIC is executing and implementing e-Governance and Digital India initiatives to the grass root level in achieving transparent, efficient and responsive governance by providing ICT-led developments e.g. NICNET and NKN Connectivity, Video Conferencing, Projects Implementation, Capacity building, eMail and SMSs services, ICT implementation in districts including Software Development, Technical Support to VVIP Events and DeitYProgrammes e.g. Digital India, CSCs, DISHA, e-Governance Society etc.
Multi-Sectoral Development Programme (MSDP):
Ministry of Minority Affairs, Gov’t of India has made a plan for Minority concentration block District in India in 2009 which is called Multi-Sectoral Development Programme (MSDP). In Mizoram 2 Districts were selected for minority District/Area/ Village. Directorate of Social Welfare Department is the State Nodal Department. The Programme aims at improving the socio-economic conditions of minorities and providing basic amenities to them for improving the quality of their life by reducing imbalances in the identified minority concentration areas. In the year 2018-2019 the MSDP was renamed as Pradhan Mantri Jan Vikas Karyakram (PMJVK).
E-District :
Its role and functions:
- Procurement of certain services i.e Tribal Certificate, Residential Certificate, Income Certificate and Tax Exemption.
- Employment Registration can also be done in e-District.
- Certain Common Service Centre from different locality and villages are given credential in which they can login from e-District website.
- Common Certificate Applications are made by those CSCs through online.
- Application made by CSCs are checked, forwarded and verified by DEO in e-District Office, Mamit.
- Application verified are now approved by Sub-Divisional Officer(Sadar) through digital Signature.
- Approved Application can now be downloaded and print by CSC and e-District Office.
ASPIRATIONAL DISTRICT CELL :
It is responsible for overall supervision, monitoring and implementation of Aspirational District Programme towards the uplifment of the district in five thematic areas – Health & Nutrition, Education, Basic Infrastructure, Agri & Allied and Skill Development & Financial Inclusion. They work in convergence with all the line department to monitor their performance and progress report, monthly, quarterly, and yearly and upload the report on Champions of Change dashboard. The function also includes preparation of project proposal on various fields for rapid progress like skill development, health and nutrition, education, conservation of drinking water sources etc. They also monitor the implementation of Project in collaboration with the line departments.
DISTRICT LEVEL CENTRE FOR WOMEN (DLCW):
District Level Centre for Women (DLCW): DLCW has been envisaged to collate information on government programmes, schemes and services meant for empowerment of women (such as BBBP, One stop Centre, Women Helpline, Mahila Police Volunteers, SwadharUijawala, etc.) and serve as link between village/block and state level. The DLCW will provide the required information pertaining to women related schemes in the concerned district. The DLCW also act as a link between the local administration, State government and Ministry of Women and Child Development for implementing women centric schemes and programmes within the government.
